A Peace Code: From Action to Theory

By: Ravi Nitesh https://countercurrents.org/2025/09/a-peace-code-from-action-to-theory/ After the Pahalgam terror attack and thereafter Operation Sindoor which aimed for a focused and precise target to terror infrastructure, relations between India and Pakistan touched a new height of tension. From the suspension of Indus Water Treaty to closure of Kartarpur Peace Corridor and the already restricted cross border travels and transportation, steps to connect were curbed. These steps taken by the Indian nation were meant to express anger and dissent to the persistence of cross-border terrorism. However, the future, as we all know, exists only in peaceful relations. No two countries with their borders touching each other should stay in long conflict with each other. For India-Pakistan in particular, where people on both sides are part of one culture, any long sustaining tension or conflict would only affect them negatively. We must also remember that treaties and policies do not completely decide the future of peace. Rather, it is people of the region who decide and demand for peace. Thus, peace supporters are required to make efforts to create an enabling culture and environment for peace. This will also, in turn, make governments feel that they have the mandate to pursue peacebuilding measures. “Peace” – for many of us, the word itself feels like a complex, slow process that is negotiated by diplomats for reaching agreements. For ordinary peace workers, the word connotes hope for the future. We all believe in it, we all advocate for it, but we do not have a clear or actionable toolkit that can guide us to use it in our own lives, in our communities, and across the divides that define our world.
This inspired me to design a kind of thumb rule which peace workers can keep in mind. I have come up with a “Peace Code” which can be an action-oriented framework to guide any individual who yearns for a more peaceful world. It draws upon my years of cross-border peacebuilding experience primarily through Aaghaz-e-Dosti, an India-Pakistan friendship initiative that I have co-founded. I have seen first-hand how simple, personal connections can dismantle the most formidable of barriers. The PEACE Code is a summarised code of these experiences, breaking down the abstract notion of peace into five interconnected, actionable principles: Practical Ethical Action-oriented Critical Thinking Empathy The first principle, P for Practical, is a deliberate rejection of theory for the sake of theory. Our world is full of brilliant academic papers on conflict resolution, but genuine peace begins with tangible steps. It is not about waiting for a world leader to sign a treaty. It’s about a student in India picking up a pen to write a letter to a student in Pakistan, or two strangers from opposing sides of a conflict meeting on a video call. These are not just symbolic gestures; they are physical, practical acts that create real, human connections and challenge the dehumanizing narratives that fuel division. Being practical also entails the need to distinguish between pursuing peacebuilding out of emotion, fantasy or romanticism, and engaging in peacebuilding with objectivity, understanding the many risks and sensitivity that it may involve. It is not to argue that idealism has no place in peacebuilding. It does. It is what can drive passion. It is what can spark imaginations. However, it has its limits. Peacebuilding work should be seen as real work where serious and mature efforts are required to be made in line with what is required at that point of time. Next, E for Ethical reminds us that the means must be as pure as the end. In the complex world of peace-building, it’s easy to justify a quick fix or a compromise that might leave some people behind. But a peace that is built on an unethical foundation—one that lacks honesty, transparency, or a commitment to justice—is a fragile peace, destined to crumble. Our framework insists that peace practitioners, whether professional or citizen, must operate with unwavering integrity, ensuring that their actions are fair, just, and transparent. For peace practitioners everywhere and particularly in India and Pakistan, there is also a need to focus upon following rules and regulations framed by governments, applying common sense to fall in any trap that compromises national security. A for Action-oriented, a principle that recognizes peace as an active verb, not a static state. Good intentions are a starting point, but they are insufficient. We must move from believing in peace to actively working for it. This means consistently showing up, whether it’s to facilitate a difficult conversation, volunteer for a community project, or simply choose empathy over anger in a debate. Action-oriented peace is the engine that transforms our dreams into reality, one deliberate choice at a time. It is to remind us that affirmative action is to be prioritised over any reaction. C for Critical Thinking, a skill that is perhaps more vital now than ever before. To truly build peace, we must be willing to question the dominant narratives, challenge our own biases, and dig into the root causes of conflict. This critical thinking must guide us to see a fact in a 360 degree view where all available narratives should be understood. Any knowledge that is available to us is situated, due to our particular identity and location, be it nationality, region, religion, caste, gender etc. Hence, our knowledge is just one set of knowledge and thus needs to be completed through knowing the knowledge that others have. Finally, the foundation of the entire framework is E for Empathy. This is the most difficult but most transformative component of the PEACE Code. Empathy is the ability to see and feel the humanity of those on the other side of a divide. It’s what happens when a student in India reads a letter from a peer in Pakistan and realizes they share the same hopes, fears, and dreams. Empathy is the bridge that connects us when everything else seems to be pushing us apart. It’s the ultimate antidote to the dehumanization that enables conflict. The PEACE Code is not a theoretical model. Drawn from the experiences and learnings of individuals working to build bridges, it is a reminder that peace is not a distant ideal, but a tangible practice that begins with you and me. My hope is that peace practitioners and everyday citizens alike will embrace this code and use it as a simple, powerful tool to transform their own lives and the world around them – one practical, ethical, action-oriented, critically thought-out, and empathetic step at a time. जैव विविधता (संशोधन) विधेयक के निहितार्थ

हालिया संपन्न शीतकालीन संसद सत्र के दौरान लोकसभा में जैव विविधता (संशोधन) विधेयक 2021 को प्रस्तुत किए जाने के बाद इस संदर्भ में कुछ आशंकाएं जताई गईं और अंतत: यह विधेयक एक संयुक्त संसदीय समिति को स्थानांतरित कर दिया गया। जैव विविधता (संशोधन) विधेयक दरअसल वर्तमान वैश्विक परिप्रेक्ष्य में मूल अधिनियम के एक संवर्धित बिल के रूप में लाया गया और इसकी आवश्यकता क्यों पड़ी, यह समझना आवश्यक है

पांच जून 1992 को ब्राजील के रियो डी जेनेरियो में आयोजित पृथ्वी शिखर सम्मेलन के दौरान संयुक्त राष्ट्र जैव विविधता सम्मेलन में शामिल पक्षकार देशों में भारत भी था। इसी क्रम में भारतीय संसद द्वारा जैव विविधता अधिनियम, 2002 लाया गया, जिसके मूल अधिनियम के कुछ प्रमुख प्रविधानों में स्थानीय स्तर पर जैव विविधता प्रबंधन समितियों से लेकर राज्य स्तरीय बोर्ड और केंद्रीय स्तर तक जैव विविधता बोर्ड की स्थापना, जैव विविधता वाले क्षेत्रों में शोध एवं वाणिज्यिक गतिविधियों को लेकर प्रविधान एवं इन माध्यमों के जरिये भारतीय औषधीय पौधों और पद्धतियों का संरक्षण व संवर्धन किया जाना था। किंतु कालांतर में इसके जितने उत्साहवर्धक परिणाम मिलने चाहिए थे वो नहीं मिल सके। 

वर्ष 2002 में इस अधिनियम के आने से लेकर 2016 तक देश में मात्र 9.7 हजार जैव विविधता प्रबंधन समितियां ही बनाई जा सकी थीं। जब राष्ट्रीय हरित प्राधिकरण ने 2016 में इन आंकड़ों को लेकर चिंता जताई तो स्थानीय संस्थाओं, संगठनों आदि को जैव विविधता रजिस्टर बनाने के लिए शामिल किया गया और 2016 से 2021 के दौरान समितियों के आंकड़े बढ़कर लगभग 2.4 लाख हो गए। इसी तरह 2021 तक भारत में कुल 22 घोषित जैव विविधता विरासत स्थलों में 18 विरासत स्थलों को केवल 2014 से 2021 के बीच घोषित किया गया है। स्पष्ट है कि इस क्षेत्र में व्यापक समृद्धि के अवसर हैं।  




भारत एक बहुविविधता वाला देश है और जैव विविधता के मामले में विश्व के अग्रणी देशों में एक है। विश्व के मात्र 2.4 प्रतिशत क्षेत्रफल वाला यह देश विश्व की लगभग आठ प्रतिशत पादप एवं जंतु प्रजातियों की प्रवास भूमि है। यहां प्राचीन काल से ही विभिन्न जातियां, कबीले, संस्कृतियां निवास करती रहीं और इसलिए यह देश एक समृद्ध पारंपरिक ज्ञान का स्रोत भी है जिसमें जंगल, पर्वत, नदियों के आसपास रहने वाले समुदाय और भारत के ग्राम्य क्षेत्रों के निवासी आज भी सैकड़ों वर्षों से चले आ रहे पारंपरिक वानस्पतिक और औषधीय ज्ञान से लाभ प्राप्त करते हैं। माना जाता रहा है कि इन पारंपरिक पद्धतियों का वैज्ञानिक विधि से संकलन और शोध एक अत्यंत समृद्ध कोष की स्थापना कर सकता है जिससे आधुनिक औषधि विज्ञान के क्षेत्र में मानव कल्याण सुनिश्चित किया जा सकता है। 

हाल के दशकों में दुनियाभर में हुई वैज्ञानिक प्रगति, इंटरनेट और डिजिटल सेवाओं का विस्तार, भारत में परंपरागत औषधीय ज्ञान जैसे आयुर्वेद, होमियोपैथ, यूनानी, सिद्ध, योग आदि को मानक ज्ञान के रूप में विस्तार, जैव तकनीकी में प्रगति और वैश्विक समुदाय का इनकी ओर झुकाव भारत की जैव विविधता को एक व्यापक वैज्ञानिक व आर्थिक स्रोत के रूप में परिलक्षित करता है। एक देश के रूप में भारत के पास इस अवसर का उचित लाभ लेकर राष्ट्रीय हितों या मूल अधिनियम के उद्देश्यों से भटके बिना एक सुगम वातावरण तैयार करना ही सही निर्णय है और इसके लिए 20 वर्ष पुराने जैव विविधता अधिनियम में संशोधन आवश्यक है। इस विधेयक के माध्यम से मूल उद्देश्यों की प्राप्ति की दिशा में कुछ सुधार किए गए हैं। इनमें अनुपालन बोझ को कम किए जाने, प्रक्रिया को सरल एवं विकेंद्रीकृत बनाए जाने, इन क्षेत्रों में शोध एवं वाणिज्यिक गतिविधियों के लिए एक उपयुक्त परिवेश तैयार करने तथा स्थानीय समुदायों के मध्य अधिक लाभ पहुंच सके, इन विषयों के संदर्भ में एक सशक्त राष्ट्रीय नीति का प्रारूप तैयार किया गया है। 

इस विधेयक में जैव विविधता वाले क्षेत्रों में शोध आदि के लिए न केवल मूल अधिनियम में वर्णित वैद्य या हकीम, बल्कि आयुष पद्धतियों की शिक्षा प्राप्त पंजीकृत चिकित्सकों को भी जैव विविधता बोर्ड से बिना शुल्क और बिना पूर्व अनुमति के शोध करने की अनुमति प्रस्तावित है। ऐसा किया जाना भारतीय पद्धतियों को बढ़ावा देने और पारंपरिक पद्धतियों को वैज्ञानिक महत्व प्रदान करने का कार्य करेगा और शोधार्थियों को यह क्षेत्र आकर्षित कर सकेगा। इसके साथ ही नए क्षेत्रीय पेटेंट केंद्रों की स्थापना किए जाने के लक्ष्य हैं जो बौद्धिक संपदा के अधिकार को बढ़ावा देंगे और विभिन्न शोध पत्रों, जैव तकनीकियों को पंजीकृत कर सकेंगे। 

दुनियाभर के देश जैव विविधता के संरक्षण और इसके आर्थिक उपयोग के बीच संतुलन स्थापित कर रहे हैं। ऐसे में अभी तक इसके आर्थिक उपयोग से वंचित रहना भारत के लिए उचित नहीं है। एक अनुमान के मुताबिक भारत अकेले समुद्री प्रवालों से 1400 करोड़ रुपये अर्जित कर सकता है। इसी तरह भारतीय वनों से सकल आय दुनिया के तमाम देशों से बहुत कम है, जबकि इसकी आय क्षमता संरक्षण के साथ सालाना अरबों रुपये की है। ऐसे में जैव विविधता में निवेश और तकनीकी सहयोग को बढ़ावा देना आवश्यक है। मूल अधिनियम में प्रतिबंधित विदेशी निकायों की शर्तों को संशोधन विधेयक में अधिक स्पष्टता के साथ भारतीय कंपनी अधिनियम 2013 के खंड दो की धारा 42 के अंतर्गत आने वाले विदेश नियंत्रित निकाय द्वारा परिभाषित किया गया है और इस तरह विदेशी निवेश को केवल -मेक इन इंडिया- की शर्त पर ही प्रभावी बनाया जाना आर्थिक और तकनीकी तौर पर उद्देश्यों की पूर्ति में सहायक हो सकेगा। 

इस संशोधन विधेयक के प्रविधानों में जंगली औषधीय पौधों में से उपयोगी हो सकने वाले पौधों को कृषि द्वारा तैयार किए जाने की बात भी की गई है, ताकि वाणिज्यिक उपयोग के साथ ही संरक्षण और स्थानीय समुदायों को लाभ के अवसर प्राप्त हो सकें। साथ ही निर्णय प्रक्रिया को सुगम और तीव्र बनाने हेतु जैव विविधता बोर्ड में मूल अधिनियमानुसार केंद्रीय सरकार द्वारा नियुक्त सर्वाधिक सशक्त अधिकारी, बोर्ड अध्यक्ष के साथ ही संशोधित प्रविधानों में सदस्य सचिव पद की स्थापना और उसके अधिकारों से बोर्ड की शक्तियों का विकेंद्रीकरण संभव हो सकेगा। इसके अलावा कुछ और अधिक विभागों के प्रतिनिधित्व को शामिल किया जाना जैव विविधता पर होने वाले निर्णयों को अधिक तर्कसंगत और टिकाऊ बनाएगा। संयुक्त संसदीय समिति के सामूहिक प्रतिनिधित्व द्वारा यदि यह विधेयक कुछ थोड़े परिवर्तन के साथ अधिनियम बना दिया जाता है, तो आने वाले वर्षों में राष्ट्रीय प्रगति एवं महत्व को सुनिश्चित करने वाला हो सकता है।

जब सुब्बाराव ने चंबल के कई सौ कुख्यात बागियों का हृदय परिवर्तन कर कराया था आत्मसमर्पण

रवि नितेश। Dr. SN Subba Rao शांति और सद्भावना के सिपाही डा. एसएन सुब्बाराव का 92 वर्ष की उम्र में निधन हो गया है। उनका देह त्याग कर निकल जाना ऐसा था कि जैसे जय जगत का नारा लगाते हुए जय ब्रह्मांड के उद्देश्य के लिए निकल पड़ना। एक आध्यात्मिक मुस्कान, एक युवा ऊर्जा, अथाह विन्रमता और प्रेम उनके साथ जुड़कर जैसे सार्थक दिखते थे। जीवनभर उन्होंने एकता का प्रयास किया और उनके निर्वाण पर सबने एक होकर उन्हें विदाई दी।

राष्ट्रीय युवा परियोजना के संस्थापक और गांधी-विनोबा-जयप्रकाश की संस्कृति के वाहक सुब्बाराव को कई लोग जीवित गांधी मानते थे। अपने जीवन को देश, राष्ट्रीय एकता, धार्मिक सामाजिक सद्भावना के लिए आहूत कर देने वाले सुब्बाराव अपने अंतिम समय तक सामाजिक उद्देश्यों के लिए देश भ्रमण करते रहे। युवा शिविरों के माध्यम से उन्होंने देश के लाखों युवाओं का अहिंसा, सद्भाव, राष्ट्रीय एकता और विविधता के साथ एकात्म करवाया।



भारत छोड़ो आंदोलन के दौरान महज 13 वर्ष की आयु में दीवारों पर वंदे मातरम लिखने के कारण ब्रिटिश पुलिस द्वारा गिरफ्तार कर लिए जाने वाले सुब्बाराव आजादी के बाद भी अपने शांति-क्रांति- सद्भावना के गीतों के कारण युवाओं में खासे लोकप्रिय रहे। सुब्बाराव बहुभाषी, मृदुभाषी और मितभाषी के रूप में जाने जाते थे। वर्ष 1969 में गांधी की जन्म शताब्दी वर्ष में सुब्बाराव ने गांधी दर्शन ट्रेन चलाकर पूरे देश में एकता और सद्भावना के गांधी विचारों के लिए लोगों को संदेश दिया।

इस यात्रा में उनके साथ युवा स्वयंसेवकों का एक काफिला बन गया, रास्ते भर लोगों ने स्वागत किया और यात्रा समाप्त होने के बाद बची हुई रकम से उन्होंने गांधी आश्रम की स्थापना की। व्यक्तिगत लोभ और मोह से दूर सुब्बाराव को दुनियाभर में आदर सत्कार मिला। गांधी और विनोबा के अहिंसात्मक विचार को केवल किताबी मानने वाले लोगों को सुब्बाराव के प्रयासों से अहिंसा का मानस दर्शन समझने में सहायता तब मिली जब सुब्बाराव ने चंबल के कई सौ कुख्यात बागियों का हृदय परिवर्तन करके चंबल स्थित अपने आश्रम में आत्मसमर्पण कराया।

इस दौरान वहां जयप्रकाश नारायण समेत हजारों नागरिकों की भीड़ यह देखते हुए स्तब्ध थी कि कैसे एक के बाद एक कुख्यात बागी जिनकी पूरे इलाके में दहशत थी और जिनके सिर लाखों का इनाम था, वो चुपचाप आते और अपने हथियारों को गांधी प्रतिमा के चरणों में डालते व समर्पण कर स्वयं को प्रशासन के हवाले कर देते। बिना हथकड़ी के, स्वप्रेरित होकर, न्यायालय में बेङिाझक होकर अपना अपराध स्वीकार कर लेने वाले और फिर जेल में भी श्रम करते हुए, सवरेदय की विचारधारा पर साफ सफाई कर रहे ये डाकू हृदय परिवर्तन के प्रयासों की मिसाल बने रहे और सुब्बारावजी उनके लिए भाईजी थे। बिना किसी निजी संपत्ति के अपना सबकुछ देश को न्योछावर कर देने वाले सुब्बाराव जिससे मिलते बस उसके हो जाते।

जब कभी भाईजी से मिलना हुआ, उन्होंने खूब प्रेरित किया। हमेशा उत्साहवर्धन करते रहते। किसी भी कार्यक्रम के दौरान देशभक्ति के गीतों से वे लोगों में एक नया जोश भर देते थे। उनका यह पूरा प्रयास रहता था कि जो भी कोई उन्हें कुछ लिखता, उसका वह जवाब अवश्य देने का प्रयास करते। हाल ही में सीमांत गांधी पर उन्हें अपना एक लेख भेजा तो उन्होंने बताया कि उनकी कुछ समय की एक रोमांचक मुलाकात सीमांत गांधी से हुई थी।

डा. सुब्बाराव की एक बड़ी विशेषता यह रही कि वह कुछ भी अपना निजी नहीं मानते थे। दिल्ली के गांधी शांति प्रतिष्ठान के एक कमरे में आकर ठहरना और काम करना और फिर देश के दूसरे कोनों में चले जाना उनका जीवन रहा। इस खास कमरे में देश-विदेश से उनको मिले इतने सम्मान सजे हुए हैं कि उनका सहेजा जाना कठिन है। यात्र उनकी नियति थी। अब वह एक अनंत यात्र पर चले गए हैं। अपने पीछे कार्यो का एक भंडार छोड़कर, जो लोगों को करते रहना है।

देश के हर कोने में भाईजी ने युवा शिविर लगाए हैं। देश के लगभग हर प्रांत की भाषा उनको आती थी और साथ ही कई विदेशी भाषाएं भी जानते थे। वह जिससे मिलते, उसकी भाषा में बात करने का प्रयास करते। श्रीनगर के लालचौक पर अति तनावग्रस्त समय में भी सर्व धर्म प्रार्थना करने पहुंच जाने का साहस हो या कुमार गंधर्व जैसे प्रसिद्ध संगीतकार को ‘गांधी मल्हार’ नामक नया राग रचने की प्रेरणा देना हो या फिर देश के हर कोने से विविध वेशभूषा वाले निवासियों को एक साथ मिलकर भारत की संतान और जय जगत का उद्घोष करना हो, भाईजी हर जगह अद्वितीय रहे।

अमेरिका में रहने वाले भारतीयों ने तो हर वर्ष भाईजी को कई दिनों तक चलने वाली एक कार्यशाला के लिए बुलाना शुरू कर दिया था ताकि विदेश में रहने वाले भारतीय बच्चे भारतवर्ष के मूल्यों, नैतिकता, विविधता, राष्ट्रीय एकता के विषयों को आत्मसात कर सकें। ऐसे ही बच्चों और युवाओं के एक वेबिनार के दौरान मैंने देखा था कि अंग्रेजी में सहज रहने वाले भारतीय मूल के विदेशी युवा कैसे जय जगत और भारत की संतान जैसे गीतों का गान कर रहे थे। अपने अंतिम समय तक सामाजिक चेतना हेतु सक्रिय रहने वाले सुब्बाराव आज भले ही अनंत की यात्रा पर निकल गए हों, पर एक ऊर्जा पुंज के रूप में यहां इतनी ऊष्मा बिखेर गए हैं जो हजारों लोगों को प्रेरित करती रहेगी।

India and Pakistan Must Do More for Their Cross-Border Prisoners

On July 1, India and Pakistan exchanged the list of the other country’s prisoners in their custody. This exchange – of lists containing the names of civilian prisoners and fishermen lodged in each other’s jails – has become a ritual that is being followed twice a year; on January 1 and July 1.  

It started under the Agreement on Consular Access, which was originally signed on May 21, 2008. This was done under the confidence-building approach; the ‘prisoner’s list exchange’ was added to the earlier provision – which was signed in 1988 and came into force in 1991 – to exchange information on nuclear installations between the two countries.



Prior to this agreement, there was no proper mechanism in place to inform the other side about people who are caught in one’s territory. In many instances, even families were unaware of members who crossed the borders inadvertently or stayed longer than their visas allowed and got caught. 

For any ordinary citizen of India or Pakistan, it could become a herculean task to find a missing family member, merely on the suspicion that they may have been lodged in jail on the other side.

After the consular agreement, governments started exchanging information officially about all the people who were in their custody and were believed to be citizens of the other side. This information included the date of their arrest, the charges under which they had been jailed, their consular access status and their case status. With this list exchange and the simultaneous formation of the India-Pakistan Judicial Committee on Prisoners, there was hope for a positive outcome for cross border prisoners.

On this July 1, as per the lists exchanged between the two governments, there are 51 civilian prisoners and 558 fishermen who are, or are believed to be, Indians, in Pakistani jails and 271 civilian prisoners and 74 fishermen who are, or are believed to be, Pakistani,  in Indian jails. These may just seem like numbers, but when one digs into the data – and into the lives of these people – the tragedy seems more human. 

Data from January 1, 2021 revealed that there were 49 civilian prisoners and 270 fishermen in Pakistani jails who were, or were believed to be, Indians while there were 263 civilian prisoners and 77 fishermen from the other side. Among the 49 Indian civilian prisoners in Pakistan, 32 have already completed their sentence but have not been able to return yet. Two of these civilian prisoners are deaf and mute; their names are unknown. 

Among the 263 Pakistani civilian prisoners in India, 67 have completed their sentence but could not return to their home country. This paints a worrying picture; despite the completion of their sentences, these people are unable to return to their homes. This, in fact, is no less than a jail term and just as inhumane. Article 12(4) of the United Nations General Assembly’s ‘International Covenant on Civil and Political Rights’, which came in force on March 23, 1976, reads, “No one shall be arbitrarily deprived of the right to enter his own country.” India and Pakistan both are parties to this covenant, but it doesn’t seem to be followed.

Fishermen who are lodged in either side are not criminals; they were detained while fishing in the deep sea, where no physical boundary exists. These fishermen have often been made ‘peace doves’ when the governments released them as a sign of goodwill. These fishermen have even died and the repatriation of their bodies took months.

It is also important to note that the eight members of the Indo-Pak Judicial Committee on Prisoners – formed in 2007 for legal and humanitarian support to these prisoners and fishermen – have not been meeting since 2013. This committee, composed of retired judges, last met in India in 2013. Pakistan was supposed to organise the next meeting, but that never happened.

India had approached Pakistan in 2018 regarding the nomination of Indian members to the committee and the organisation of visits but both sides have not been able to reach a consensus yet.    

Promises have been made earlier too on the cases of cross-border prisoners, be it the Ufa declaration of 2015 or the Heart of Asia Conference in 2016. Both sides accept that the issue needs to be looked at through a humanitarian approach.

The governments of both countries could take important steps, such as providing details of the detainees on a public portal with the updated status of their case, their acquittal or release and the addition of the names of new detainees. Print and electronic media advertisements should be provided for deaf and mute prisoners whose identities cannot be confirmed. 

There should be a dedicated person who can work for nationality confirmation, NoC cases in a speedy manner so that the acquitted person can return to their home country as early as possible. Fishermen and their boats should be freed in the sea itself. The Judicial Committee on Prisoners should be revived to look into the cases for legal and humanitarian support and the fast-tracking of court hearings to keep the undertrial status as short as possible.

We believe that such provisions would be a great help for these cross-border detainees and their families, and could also strengthen bilateral relations. We hope that promises and decisions come out from the bureaucratic corridors from both sides and are implemented on ground for the purpose it has been made for.

खान अब्दुल गफ्फार खान : गांधी की प्रार्थना सभाओं में उनके अनुरोध पर जो सुनाते थे पवित्र कुरान की शिक्षाएँ

जनज्वार। आज जब देश में मानवाधिकार कार्यकर्ताओं का उत्पीड़न, कई स्थानों पर सांप्रदायिक हिंसा और राजनैतिक चेतना का अभाव दिख रहा है, ऐसे में ये ज़रूरी हो जाता है कि हम इतिहास में जाकर वो परिस्थितियां और उन लोगों के बारे में भी जानें, जिन्होंने समझौता किये बिना अपना जीवन पूरी बहादुरी के साथ लोकतान्त्रिक और अहिंसात्मक मूल्यों में भरोसा रखते हुए जिया और एक उदाहरण बन गए। ऐसी ही तमाम शख्सियत में एक थे खान अब्दुल गफ्फार खान, जिन्हें बच्चा खान और फ्रंटियर गांधी के नाम से भी जाना जाता है। बच्चा खान एक ऐसे नेता थे जिनसे लोग विशेषकर भारत, पाकिस्तान और अफगानिस्तान में बहुत प्यार करते थे और आज भी बहुत सम्मानपूर्वक याद किये जाते हैं

प्यारेलाल जो उनसे मिलने के लिए भाग्यशाली रहे, अपनी पुस्तक सरहदी गांधी (वर्ष 1970 में सर्व सेवा संघ द्वारा प्रकाशित) में लिखते हैं, इस उप-महाद्वीप में अब्दुल गफ्फार खान की भूमिका मुख्य रूप से महत्वपूर्ण थी क्योंकि उन्होंने शांति का प्रयोग और सफल दर्शन किया है और पख्तूनों के बीच, जो हमेशा महान योद्धा माने जाते थे, अहिंसा को सफल रूप से प्रसारित किया है। अब्दुल गफ्फार खान ने उनके बीच शांति का संदेश फैलाया और यह स्वीकार कराने में सफल रहे कि शांति और अहिंसा बहादुरी का सर्वोच्च रूप है, जो हिंसक प्रतिरोध से कहीं ज्यादा मजबूत है। पख्तूनों के बीच बाचा खान के काम ने वास्तव में हजारों लोगों को बदल दिया। 1930 के दशक के सविनय अवज्ञा आंदोलन के दौरान, पेशावर में सैकड़ों पख्तूनों ने बिना किसी प्रतिरोध और बिना पीछे हटे बहादुरी और निर्भयता के साथ ब्रिटिश गोलियों का सामना किया। बिना किसी हथियार और बिना किसी हिंसक प्रतिरोध के पख्तूनों की इतनी भारी भीड़ को देखकर, रॉयल गढ़वाल राइफल्स के कुछ ब्रिटिश सैनिकों ने गोली चलाने से मना कर दिया। यह दिलों और दिमागों के परिवर्तन का एक उदाहरण था, जहां लोग इस दुनिया को बेहतर जगह बनाने के लिए बाचा खान के विचारों पर विश्वास करते थे।


भारत के स्वतंत्रता संग्राम के दौरान गांधी जी ने जो कुछ किया, उसके अलावा हमें ऐसे परिवर्तन के दुर्लभ उदाहरण मिलते हैं और यही कारण है कि बच्चा खान और गांधी जी इतने करीब थे कि भारत में रहने के दौरान, गाँधी की प्रार्थना सभाओं में कई बार गांधी जी के अनुरोध पर, बच्चा खान ने पवित्र कुरान की शिक्षाएँ सुनाईं, जबकि गांधी जी ने पवित्र गीता सुनाई और धीरे धीरे बच्चा खान, सरहदी गांधी या के रूप में लोकप्रिय हो गए। दुर्भाग्य से विभाजन के दौरान बच्चा खान को वह नहीं मिला, जो वह चाहते थे क्योंकि वह विभाजन के पक्ष में नहीं थे और इसलिए उन्होंने पाकिस्तान और भारत दोनों से दूर रहने की भी कोशिश की। कांग्रेस की कार्यसमिति के दौरान जब लोहिया, जेपी और गांधी के साथ-साथ बच्चा ख़ान को छोड़कर अधिकांश लोग विभाजन को स्वीकार करने पर सहमत हो गए, उन्होंने कार्यसमिति के समक्ष कहा, 'हम आपके साथ खड़े थे और स्वतंत्रता प्राप्ति के लिए महान बलिदानों से गुज़रे हैं, लेकिन आपने हमें भेड़ियों के लिए फेंक दिया।'

गांधी जन्मशती वर्ष में 1969 के दौरान बच्चा खान भारत आए। उस समय, भारत की आजादी के 22 साल हो गए थे लेकिन बच्चा खान यह देखकर खुश नहीं थे कि गांधीजी ने भारत के बारे में जो सोचा था, भारत उसके अनुरूप नहीं था। 1969 शताब्दी वर्ष के दौरान, गांधी जी की जीवन यात्रा को मनाने के लिए कई सामजिक राजनीतिक तैयारियाँ की गई थीं। जेपी भी अपनी सक्रिय भूमिका के साथ पूर्ण समर्पण में थे। एस एन सुब्बाराव गांधी दर्शन ट्रेन के लिए पूरे भारत में स्वयंसेवकों के साथ यात्रा करने की तैयारी कर रहे थे। इस बीच कुछ स्थानों पर सांप्रदायिक हिंसा भड़क उठी और बच्चा खान सांप्रदायिक हिंसा के खिलाफ गुजरात में उपवास पर बैठे। 9 नवंबर 1949 को संविधान सभा में बहस के दौरान, सदस्य एच वी कामथ ने अब्दुल गफ्फार खान के बारे में बात की और कहा कि पूरे भारत ने स्वतंत्रता के लिए उस शानदार संघर्ष में भाग लिया। 'उत्तर में, कश्मीर में, मेरे माननीय मित्र, शेख अब्दुल्ला ने भाग लिया। भारत के उत्तर-पश्चिम में, जो दुर्भाग्य से आज हमसे अलग हो गया है, खान अब्दुल गफ्फार खान और उनके भाई डॉ खान साहिब राष्ट्रीय संघर्ष में सबसे आगे थे। भारत का वह हिस्सा अब हमारे साथ नहीं है, लेकिन हमारी आशा और हमारा विश्वास है कि जो कुछ भी हमारे बीच से चला गया है और जो हिस्सा अभी भी हमारे बीच है, उनमें आपसी मतभेदों को दूर किया जाएगा। जो भी हो, वे सुचारू हो जाएंगे और हमारे संबंध दिन-ब-दिन और अधिक प्रगाढ़ होते जाएंगे और पाकिस्तान और भारत वर्षों तक सबसे अधिक सौहार्दपूर्ण जीवन व्यतीत करेंगे।'

अब्दुल गफ्फार खान ने सत्ताईस साल जेल में बिताए, जिसमें बारह साल अंग्रेजों के अधीन और पंद्रह साल पाकिस्तान में रहे। वह विभाजन के मुद्दे पर कांग्रेस से अलग थलग रहे, जनमत संग्रह के मुद्दे पर उन्हें पाकिस्तान से इनकार मिला; फिर भी वह अपने विचारों, अपने लोगों और मिट्टी के प्रति प्रतिबद्ध रहे। हिंसा, घृणा, संदेह को न केवल अपने मस्तिष्क से बल्कि दिलों से भी जाने दें। सरकारों और नागरिक समाजों, सामाजिक और राजनीतिक नेताओं, शिक्षाविदों और नौकरशाहों, मीडिया और आम लोगों सभी की इसमें भूमिका है। चाहे वह कश्मीर हो या छत्तीसगढ़ या उत्तर पूर्व, ऐसी जगहें, जहां हाल के दिनों में हिंसक प्रतिरोध, संघर्ष, गलतफहमी अभी भी मौजूद है या इसके निशान हैं, गांधी और गफ्फार जैसे लोगों को आकर जन सामान्य को सांत्वना देने की जरूरत है। सत्ता या हिंसा के माध्यम से कोई भी दमन एक दीर्घकालिक समाधान नहीं हो सकता है और मानवता के साथ और भविष्य और आने वाली पीढ़ी के लिए उज्ज्वल दृष्टिकोण के साथ एकता की भावना ही केवल एक आशा ला सकती है। इसके लिए सभी पक्षों को एक साथ आने की जरूरत है। मानव जाति में उनके योगदान के लिए, बच्चा खान को 1987 में भारत सरकार ने भारत रत्न पुरस्कार से सम्मानित किया। 1988 में पाकिस्तान में उनकी मृत्यु हो गई और अफगानिस्तान में उन्हें दफन किया गया। इतिहास में बच्चा खान का योगदान हमें यह बताने के लिए जीवित रहेगा कि शांति और अहिंसा की कहानियां केवल पुस्तकों या आध्यात्मिकता के लिए नहीं हैं, बल्कि गांधी और गफ्फार के रूप में इस उप-महाद्वीप के आधुनिक इतिहास में जमीन पर प्रयोग करने एवं मानवीय मूल्यों में योगदान देने के लिए हैं।

Remembering Khushwant Singh

A year ago, on March 20, 2014, ‘we’ lost him. His importance can be felt with the word we, as we stands for the people of India and Pakistan. He was born in Pakistan and died in India but lived in India and in Pakistan from within. He was famous for his fearless writing and lovable gestures. He wrote on many diverse issues. While living in India and despite being unwell in his later days, he always told friends that he never minded meeting guests from Pakistan.

A month ago, when I was moderating the Aaghaz-e-Dosti session called ‘Shared History-Shared Hopes’ during the World Book Fair, Sadia Dehlvi talked about Khushwant Singh. She recalled him as a friend and mentor. She recalled that Khushwant, who was the writer of the famous novel Train to Pakistan, always said, “Pakistan is my Makka-Madina.” Khushwant was one of the most progressive writers of the subcontinent and worked as a bridge between India and Pakistan. He belongs with the best of them: Manto, Premchand, Hali and others.

Khushwant Singh was born on February 2, 1915 in Pakistan and he died at the age of 99 on March 20, 2014 in India. He was popular as a writer and journalist. He served many newspapers and magazines and was known for his fearless writing and humour. However, those who knew him found a great friend in him. Very few know that he was a practicing lawyer at the Lahore Court (1938-1947) and then was part of the Indian foreign service.



Disputes and controversies would often accompany his struggles. His writings would often run into controversies. There were other things like his exit from Illustrated Weekly magazine and the allegation of him being ‘establishment-friendly’, but he faced all his critics in his own way and continued to do what he thought was appropriate. He returned his Padma Bhushan (one of the highest civilian awards in India) in protest at the siege of the Golden Temple in Amritsar by the Indian army. On the other end, he also seemed inclined towards atheism as he stated that he never believed in God, rebirth, the day of judgment, etc. He believed in the finality of death from where nothing returns. He wrote in Train to Pakistan: “India is constipated with a lot of humbug. Take religion. For the Hindu, it means little besides caste and cow protection. For the Muslim, circumcision and kosher meat. For the Sikh, long hair and hatred of the Muslim. For the Christian, Hinduism with a sola topee. For the Parsi, fire worship and feeding vultures. Ethics, which should be the kernel of a religious code, has been carefully removed.”

He was well aware of his critics, from critics of his personal life to professional life, from critics of his thought to behaviour and writing. It seems he had a carefree approach towards them; he never minded allegations and criticism. In his book Reflections, he wrote, “Do not fear critics. Everyone has opinions. I have had more nasty reviews than any other writer I know. They are like the hate mail I get for attacking fundamentalists and hypocrites. I do not lose sleep over it. Critics have their job to do; I have mine. Fifty years from now, people will still be reading and enjoying my work, or at least being provoked by it. The critics will all be forgotten.”

He even attacked modern-styled secularists who preferred meditation over prayers. In End of India, he writes: “A modern fad, which has gained widespread acceptance amongst the semi-educated who wish to appear secular is the practice of meditation. They proclaim with an air of smug superiority, ‘Main mandir-vandir nahin jaata, meditate karta hoon’ (I do not go to temples or other such places, I meditate). The exercise involves sitting lotus pose (padma asana), regulating one’s breathing and making your mind go blank to prevent it from ‘jumping about like monkeys’ from one (thought) branch to another. This intense concentration awakens the kundalini serpent coiled at the base of the spine. It travels upwards through chakras (circles) till it reaches its destination in the cranium. Then the kundalini is fully jaagrit (roused) and the person is assured to have reached his goal. What does meditation achieve? The usual answer is ‘peace of mind’. If you probe further, ‘And what does peace of mind achieve?’ you will get no answer because there is none. Peace of mind is a sterile concept, which achieves nothing. The exercise may be justified as therapy for those with disturbed minds or those suffering from hypertension, but there is no evidence to prove that it enhances creativity. On the contrary it can be established by statistical data that all the great works of art, literature, science and music were works of highly agitated minds, at times minds on the verge of collapse. Allama Iqbal’s short prayer is pertinent: Khuda tujhey kisee toofaan say aashna kar dey keh terey beher kee maujon mein iztiraab naheen (May God bring a storm in your life, There is no agitation in the waves of your life’s ocean).

He was a man who was full of wonders and surprises. What he could write, speak or do could not be predicted. He followed freedom of expression in the full sense. Though after his death he was cremated in Delhi, he wanted to be buried after his death. The reason behind this was above any personal desire or religious motive; instead it was because of his belief that, by burial, he will give back everything to earth, from which he had taken everything. He even talked to a religious institution for providing him a space where he could be buried after death but, later, he abandoned the idea because of the terms and conditions in this agreement. He actually never wanted to be imprisoned by any such restrictions.

After his death, he found another way to break the chain: to fly with freedom. As per his desire, part of his ashes were scattered at Hadali, Khushab (Pakistan). Khushwant’s desire to fly still lives as his thoughts, memories and stories are still flying beyond boundaries, touching millions of hearts.
