With the straight firing by BSF on local residents of Ramban (J&K) that claimed at lest 4 to 6 lives on the spot and several injuries to others, the action is suitably named as Ramban massacre on social media trend where everyone condemned the entire incident as an unfortunate one but also found that it is not an immediate or sudden reaction of BSF in reply of protest, but in fact , was a severe carelessness at their end that they gained by the time with their absolute powers and behavior of government and prosecution agencies that provided them impunity.
With the incident as prima facie, As prima facie, it is clear that BSF has not adopted any alternate measures as it opened fire upon the people without any measures of probable loss of life and without any alternate instead of fire. Also it seems that local police was so careless that it was no where in scene and BSF fired upon people.
There is every reason to believe that all security personals who found themselves in sufficient capability to face the protest and decided to fire upon the residents, were already prepared with their mind that like in every other incident, there will be no solid action by the side of government against security personals. We all know that there are long list of incidents where security personals of almost all wings (army, CRPF, BSF etc) violated the rights of people and it caused some of the most serious crimes like fake encounters, open fire, rapes etc but nothing was done to prosecute them till now.
On one side where some days ago, on 29-30 June, an innocent youth killed during search operation and another during a protest against this killing, and Kashmir was still in anger and in anxiety with this continuous increasing violations, this incident again will work as fire among citizens. All locals want to save their lives but not on the cost of their dignity and self respect. There was hope that after visit of Indian PM just few weeks ago situation can become normal if something will be done carefully for a ground welfare of Kashmiris, but nothing of this sort was done. Attacks on police and army as a terrorist activity has been made as shield to start search operations where innocent civilians were treated as the lowest kind of creature. In spite of various complaints pertaining to government, human rights commissions and courts, the ultimate gain for Kashmir and victims is still nil. Situation of impunity has become so serious that human rights violations has become normal there. All the acts that can not be faced by any other person of other states, have been made as everyday routine for Kashmir. One of the most probable reason of this is impunity and it made almost military reign there.
Probably there is not a single example in last 10-20 years if any security personal has been prosecuted for the violation committed by them. Govt of J&K and India together has to develop an approach to stop all these things that is regularly happening there.
Repealing AFSPA, prosecuting the guilty persons and demilitarization are the primary initiatives that must be taken, to improve the situation in J&K as well as to improve and maintain the dignity of governments and its security systems both. If it will not be happened in recent future, the situation will only become worse.
